This bill amends existing laws regarding the jurisdiction of regional municipal courts established under a pilot program in New Jersey. It clarifies that these courts will have jurisdiction over cases arising within the participating municipalities, as well as the authority to handle municipal court matters as defined by the municipalities involved in the pilot program. Notably, the bill removes the requirement for regional municipal courts to hear cases filed by the State Police or other county law enforcement agencies that originate outside of the participating municipalities. Instead, it allows counties to grant jurisdiction to the regional municipal court for specific cases through an ordinance.
Additionally, the bill stipulates that all complaints issued by law enforcement agencies on or after the effective date of the bill will be heard in the municipal court of the municipality from which the complaint originates. This change aims to alleviate the increased caseload and expenses that regional municipal courts have faced due to the previous requirement to handle countywide cases. The bill ensures that while regional municipal courts will retain jurisdiction over pending cases, new cases from non-participating municipalities will be filed in their respective municipal courts, thereby promoting efficiency and cost savings in the judicial system.
