Additionally, the bill mandates the DOA to establish criteria for farmer participation and for the nonprofit recipients involved in the program. The Secretary of Agriculture is required to include a request for sufficient funding in the annual budget to support the program's implementation. The DOA will also adopt any necessary regulations to facilitate the program's operation, ensuring that it aligns with the Administrative Procedure Act. The act is set to take effect immediately upon passage.
