This bill mandates that various health insurance carriers, including health, hospital, and medical service corporations, health maintenance organizations, and individual/group health insurance policies, as well as the State Health Benefits Program, the School Employees Health Benefits Program, and the State Medicaid and NJ FamilyCare programs, provide coverage for costs associated with planned home childbirth. The coverage must include expenses for services rendered by health care providers, doulas, and necessary medical equipment and supplies. The bill specifies that this coverage should be provided to the same extent as for any other health care services under the respective contracts.

Additionally, the bill defines a "health care provider" as any individual or entity that provides health care services within the scope of their licensure or certification, which encompasses a range of professionals including family practice physicians, obstetricians, nurses, and certified midwives. The provisions of the bill will take effect 120 days after enactment for most sections, while the section pertaining to Medicaid and NJ FamilyCare will take effect two years after enactment.
