This bill amends N.J.S.2C:35-4 to legalize the growing and possession of marijuana plants for personal use by individuals aged 21 and older. Additionally, qualifying patients and their designated caregivers can grow or possess up to 10 marijuana plants for personal medical use, also with a maximum of 12 plants per household. Furthermore, the bill mandates that within 90 days of its effective date, the Cannabis Regulatory Commission must implement rules and regulations to facilitate the provisions outlined in the new subsection. This legislative change aims to provide clarity and legality regarding personal marijuana cultivation, addressing a gap in the existing law that previously only legalized possession without allowing individuals to grow their own plants.
