This bill establishes the "Cop 2 Cop Sustainability Fund" within the Department of the Treasury to support the "Law Enforcement Officer Crisis Intervention Services" Cop 2 Cop telephone hotline program. It appropriates $500,000 from the General Fund to this dedicated fund, which will be available starting in the fiscal year 2025. The hotline provides 24-hour confidential peer support for law enforcement personnel and their families, addressing issues such as depression, anxiety, and trauma resulting from their duties. The program is currently operated by Rutgers University Behavioral Health Cares National Call Center and receives up to $400,000 annually from Body Armor Replacement Funds.

In addition to the new appropriation, the bill outlines that revenues from existing sources, including those provided under R.S.39:5-41, as well as any interest or other income earned, will also be credited to the Cop 2 Cop Sustainability Fund. This funding aims to enhance the resources available for the hotline program, ensuring that law enforcement officers have access to necessary mental health support services. The act is set to take effect immediately upon passage.
