This bill mandates that all water public utilities, local authorities, and municipal utilities in New Jersey that utilize smart meters must notify their smart meter customers by the last day of each month about their water usage. Notifications can be sent via mail, electronic mail, or text message, and must include the cost in dollars and the amount in gallons of the customer's water usage for the billing cycle, calculated up to two days before the notification is sent. Additionally, these utilities are required to offer customers options to set a threshold dollar value for notifications and to receive comparative usage notices for each billing cycle.

Furthermore, the bill stipulates that utilities must make initial contact with smart meter customers through a bill insert that provides instructions on how to opt-in for notifications, opt-out, and consent to receive text messages. It also prohibits utilities from sending text message notifications unless the customer has given prior consent. Each bill issued to smart meter customers must include specific information about the previous and current billing cycles, including charges and any applicable tariffs or fees. The act will take effect 90 days after its enactment.
