This bill establishes a tuition reimbursement program for advanced practice nurses (APNs) in New Jersey who provide home health care services. The program, administered by the Higher Education Student Assistance Authority (HESAA), will reimburse eligible participants for a portion of their tuition expenses incurred while attending an accredited advanced practice nurse program. To qualify, applicants must be New Jersey residents, certified by the New Jersey Board of Nursing, have specialized training in home health care, and apply within one year of certification. Participants must commit to providing full-time home health care services in the state for a period ranging from one to four years, with reimbursement set at 25 percent of the lowest eligible tuition expenses for each year of service, capped at 100 percent for four years.

Participants in the program are required to adhere to specific performance standards, including charging customary rates for services while allowing reduced fees or free care for patients unable to pay. They must also maintain their residency and certification, stay current on student loan payments, and report their service performance to HESAA. Additionally, individuals already participating in other loan redemption programs, such as the Primary Care Practitioner Loan Redemption Program or the National Health Service Corps Loan Repayment Program, are ineligible for this tuition reimbursement program. The bill is set to take effect immediately upon passage.
