This bill amends New Jersey's identity theft laws to increase penalties specifically when the victim is a senior citizen or a veteran. It introduces definitions for "senior citizen" as a person aged 62 or older and "veteran" as a citizen honorably discharged from military service. The bill stipulates that if the identity theft involves a victim who is a senior citizen or veteran, the penalties are escalated: a first offense that typically constitutes a crime of the fourth degree will be treated as a third-degree crime, and a second or subsequent offense will be treated as a second-degree crime. Similarly, for offenses involving larger amounts or multiple victims, the presence of a senior citizen or veteran among the victims will elevate the crime to a first-degree offense.

Additionally, the bill modifies penalties for the distribution, manufacture, or possession of items containing personal identifying information. It specifies that if such items are obtained from records of a continuing care retirement community, nursing home, retirement community, or veterans facility, the crime will be classified at a higher degree, reflecting the increased severity of the offense. Overall, the bill aims to provide greater protection for vulnerable populations against identity theft and enhance the legal consequences for offenders.
