This bill mandates the New Jersey Transit Corporation to establish two programs: the NJpass Program and the GO NJ Transit Card Program. The NJpass Program aims to support workforce development and enhance access to public transportation by offering discounted fares to approved classes of eligible organizations, which include various training providers, educational institutions, and social service providers. The corporation will develop eligibility criteria and an application process for these organizations, allowing them to negotiate contract terms that specify the discounted rates and services available. Contracts under this program will be valid for up to two years, with the first contract limited to 12 months.

The GO NJ Transit Card Program is designed to create a transit card system that allows individuals to load money onto a card for purchasing tickets or passes for any New Jersey Transit service. The card will require a minimum balance of $10 and will not expire. The program will also implement a fare capping system to ensure users pay the lowest fare possible and provide additional discounts for cardholders, including those already eligible for reduced fares. Both programs will require the corporation to publish relevant information on its website and submit annual reports to the Governor and Legislature regarding their effectiveness.
