This bill prohibits any company that is owned, operated, or affiliated with the Government of China from bidding on or submitting proposals for technology contracts with any State agency in New Jersey. It defines key terms such as "company" and "State agency" to clarify the scope of the legislation. Additionally, it mandates that companies submitting bids or proposals for technology goods or services must certify their eligibility to participate in the bidding process.

Furthermore, the bill establishes penalties for companies that provide false certifications. If the Division of Purchase and Property determines that a company has submitted a false certification, the company will face a civil penalty of either $250,000 or twice the amount of the contract in question, whichever is greater. In such cases, the relevant State agency or the Division of Purchase and Property is required to terminate the contract with the offending company. This legislation aims to safeguard state contracts from potential risks associated with foreign influence, particularly from the Chinese government.
