This bill mandates that hospital laboratories and bio-analytical or clinical laboratories offer hepatitis C screening tests to individuals born between January 1, 1945, and December 31, 1965, who are identified as being at higher risk for hepatitis C infection. Upon registration, these individuals must receive a verbal and written statement of the CDC's policy regarding hepatitis C screening and be offered the screening test. If they consent, the laboratory is required to perform the test and send the results to the referring healthcare provider. Additionally, the bill stipulates that if a laboratory determines that an individual has already been tested for hepatitis C, they are not required to provide the screening offer again.

Furthermore, the bill includes provisions for reimbursement of out-of-network laboratories, ensuring that they are compensated at in-network rates for the screening tests, while prohibiting them from billing the individual for the test, except for applicable copayments, coinsurance, or deductibles. The Commissioner of Health is tasked with evaluating the bill's impact on screening rates and follow-up care, and regulations will be established to allow laboratories with the appropriate certification to conduct rapid point-of-care tests for hepatitis C. The bill is set to take effect on January 1 following its enactment, with provisions expiring five years later.
