This bill establishes a grant program aimed at enhancing the safety of law enforcement officers by providing financial assistance to county and municipal law enforcement agencies for the purchase and installation of bullet-resistant components in their vehicles. Specifically, the Attorney General is tasked with creating guidelines for the program, which will cover application procedures, eligibility criteria, grant amounts, and monitoring compliance. Additionally, a nonlapsing revolving fund named the Bullet-Resistant Law Enforcement Motor Vehicles fund will be created within the Department of Law and Public Safety to manage the financial resources allocated for these grants.

To fund this initiative, the bill mandates that $1 be added to each fine and penalty collected for violations of the motor vehicle code and other traffic violations, with these funds directed to the State Treasurer. Upon bail forfeiture, an additional $1 will also be forwarded to the State Treasurer. The collected funds will be deposited into the newly established Bullet-Resistant Law Enforcement Motor Vehicles fund, ensuring that the financial resources are exclusively used for the intended purpose of supporting law enforcement agencies in enhancing vehicle safety.
