The bill establishes a four-year New Jersey Grow Your Own Teacher Pilot Program within the Department of Education, aimed at addressing teacher shortages and diversifying the teacher workforce in selected school districts, charter schools, and renaissance school projects. The program will recruit, develop, and support minority students from these districts to become teachers in their communities. The Department of Education will provide annual grants to three selected Grow Your Own Partnerships, which will cover tuition, fees, and room and board for participating students attending higher education institutions. To qualify for support, partnerships must be formed between school districts or charter schools and institutions of higher education, and they may also include nonprofit organizations.
Partnerships seeking state support must apply to the Commissioner of Education, including detailed plans for student recruitment, financial support, mentorship, and tracking student progress. The commissioner will prioritize partnerships involving SDA districts and ensure equitable representation across the state's geographical regions. Additionally, the Department of Education will create a New Jersey Grow Your Own Consortium for selected partnerships to share experiences and best practices, meeting quarterly throughout the pilot program. An annual report evaluating the program's effectiveness will be submitted to the Governor and Legislature.
