The "University Hospital Medical Cannabis Pilot Program Act" establishes a five-year pilot program at University Hospital aimed at providing medical cannabis treatment to eligible patients, evaluating its efficacy, raising awareness, and conducting clinical research on its medical use. The program will be designed with input from an advisory council comprising patients, caregivers, and advocacy groups, and will include designated areas for treatment and research, partnerships with academic and healthcare organizations, and innovative delivery methods for cannabis. Additionally, the program will integrate telehealth services, ensure patient engagement in research initiatives, and implement community outreach to address stigma surrounding medical cannabis.

To support the implementation of this pilot program, the bill appropriates necessary funds from the General Fund to University Hospital. University Hospital is required to submit annual reports to the Governor and Legislature evaluating the program's effectiveness, with a final report at the conclusion of the five years that will include recommendations on the program's future. The act will take effect immediately and will expire upon the submission of the final report.
