This bill mandates that the State Treasurer, in collaboration with the Commissioner of Human Services, develop a comprehensive training program for all State employees focused on disability law and etiquette. The training will cover essential topics, including the Americans with Disabilities Act, methods for accommodating individuals with disabilities, and proper etiquette for interactions with these individuals. The program must be updated regularly to align with current laws and practices and is to be implemented by all State government employers within one year of the bill's effective date.
State government employers are required to administer this training to all employees, with specific timelines for completion based on their employment status. Employees hired before the training program's implementation must complete it within 180 days of its launch, while new hires must do so within 180 days of their employment. Additionally, employees must submit a certification of completion to their employer, who is responsible for retaining these records and providing them to the State Treasurer or Commissioner of Human Services upon request.
