The bill establishes the New Jersey Higher Education Student Advisory Commission, which will operate within the Department of State but is not a part of it. The commission will consist of 15 members, including student representatives from various types of higher education institutions in New Jersey, such as state colleges, public research universities, county colleges, independent colleges, and proprietary degree-granting institutions. The New Jersey Education Association will appoint one member from its Preservice Program, while the Secretary of Higher Education will appoint the remaining members. Students interested in serving on the commission must submit an application detailing their campus leadership experience and include a letter of recommendation from their institution's president.

The commission's primary responsibility is to advise the Secretary of Higher Education on issues affecting students across the state. It is required to meet at least three times a year and will report annually to the Assembly and Senate Higher Education Committees on student concerns, perspectives, and experiences, along with potential legislative recommendations. The commission will also have access to administrative support from the Office of the Secretary of Higher Education and may utilize services from other state or local agencies as needed.
