The bill establishes the Nuclear Power Advisory Commission within the Department of Environmental Protection to study and report on the role of nuclear energy power plants, including small-scale facilities, in New Jersey's energy future. The commission will evaluate the significance of nuclear energy as a reliable, zero-emission source, its contribution to meeting greenhouse gas reduction goals set by the Global Warming Response Act, and the implications of closing existing nuclear plants on energy reliability, air quality, and electricity prices. Additionally, the commission will explore emerging reactor technologies and actions taken by the Nuclear Regulatory Commission and other states regarding nuclear energy.
The commission will consist of nine members, including key officials from the Department of Environmental Protection and the Board of Public Utilities, along with six public members appointed by the Governor with Senate approval. These public members will represent various sectors, including the nuclear power industry, academia, environmental organizations, business, and labor. The commission is required to submit its report within 18 months of its establishment, after which it will dissolve 30 days following the report's submission.
