The bill also includes a requirement that municipalities provide a 30-day period for owners to address violations before imposing fines greater than $1,250, along with an opportunity for a hearing.

Additionally, the bill modifies existing language regarding penalties for ordinance violations, including the discretion of the court in sentencing and the treatment of repeat offenders. It removes the gender-specific term "he" and replaces it with "the person" to ensure gender neutrality in legal language. The act is set to take effect immediately and is retroactive to the effective date of R.S.40:49-5.
