This bill mandates that all children aged 6 and under who are entering a public preschool, public school, or Head Start Program for the first time must complete a comprehensive eye examination by an optometrist or ophthalmologist by January 1 of their initial enrollment year. The Department of Health is tasked with maintaining and annually updating a list of resources for parents or guardians to access free or reduced-price eye examinations, which will be made available to all public educational institutions. Additionally, school officials are required to collect evidence of the eye examination from parents or guardians and notify them every three months if such evidence is not provided.

To support the implementation of this requirement, the bill establishes the "Comprehensive Eye Examination Fund" within the Department of Education. This fund will be used to cover the costs of eye examinations for uninsured children and those without applicable healthcare coverage. It will consist of state appropriations, donations, and any interest or investment earnings. The bill also defines what constitutes a comprehensive eye examination, ensuring clarity in the requirements for both parents and educational institutions.
