This bill mandates that the Commissioner of Corrections in New Jersey produce an annual report for the Governor and the Legislature, detailing various statistics and information regarding each State correctional facility. The report will include data on occupancy rates, the number of pregnant inmates, unoccupied cells due to repairs, average daily census, incidents of use of force by correctional staff, acts of violence against inmates, recidivism rates, resources and reentry services provided to inmates upon release, and the number of correctional police officers participating in training courses. Additionally, it will cover the overtime paid to correctional officers over the past ten years, the number of inmates with mental health or substance use disorders, and information on commutation credits.
The bill also specifies that the data must be categorized both cumulatively and by individual facility, while ensuring that no personally identifiable information about inmates is included in the reports. It defines "act of violence" to encompass various serious offenses, including aggravated assault and sexual assault. The legislation is set to take effect on the first day of the seventh month following its enactment, although the Commissioner may take necessary administrative actions prior to that date.
