Furthermore, it creates a nonlapsing fund within the Department of Community Affairs to provide grants for reimbursement of installation costs, which can be accessed by counties, municipalities, or boards of education. The Commissioner of Community Affairs is tasked with developing rules and regulations to implement these provisions effectively.
