The Commissioner of Community Affairs is tasked with adopting rules and regulations to implement the bill's provisions within five months of its enactment. These regulations will provide guidance on tenant notifications regarding device installation, instructions for accessing recorded data, and the tenants' right to refuse installation. Additionally, the regulations will assist property owners with installation and maintenance procedures. The bill is set to take effect 13 months after its enactment, allowing time for necessary preparations by the department and property owners.
