This bill establishes the New Jersey Higher Education Student Advisory Commission, which will operate within the Department of State but is not a part of it. The commission will consist of 14 members, including student representatives from various types of higher education institutions in New Jersey, such as state colleges, public research universities, county colleges, independent colleges, and proprietary degree-granting institutions. The Secretary of Higher Education will appoint the members, and students interested in serving on the commission must submit an application detailing their campus leadership experience along with a letter of recommendation from their institution's president. Appointments will be for one year, with the possibility of reappointment, and members will serve without compensation but can be reimbursed for necessary expenses.

The commission's primary responsibility is to advise the Secretary of Higher Education on significant issues affecting students, including the affordability of postsecondary education, student mental health, and campus safety. It is required to meet at least three times a year and will report annually to the Assembly and Senate Higher Education Committees on student concerns, perspectives, and experiences, along with potential legislative recommendations. The commission will also have access to administrative support and services from various state departments as needed to fulfill its duties.
