This bill allows municipalities in New Jersey with populations under 2,500 to withdraw from the Civil Service system established under Title 11A of the New Jersey Statutes by passing an ordinance. The governing body of such a municipality can rescind the adoption of Title 11A, and this rescission will take effect six months after the ordinance is passed. If the governing body votes against the rescission, they cannot hold another vote on the matter for at least five years.
Additionally, once a municipality rescinds its adoption of Title 11A, it cannot readopt the provisions of that title for a minimum of five years, and it is allowed to readopt the provisions only once. The New Jersey Civil Service Commission is tasked with creating regulations to implement these changes. The bill is set to take effect immediately upon passage.
