This bill establishes a certification card for individuals diagnosed with autism spectrum disorder, which can be requested by the individual or their guardian or caregiver. The card will be issued by the Division of Developmental Disabilities within the Department of Human Services and is intended to assist law enforcement officers and emergency medical service providers in identifying and effectively communicating with the cardholder. The certification card will include information indicating that the individual may have difficulty communicating or understanding directions and may become agitated in certain situations. Additionally, it will provide emergency contact information for someone who can confirm the diagnosis and communicate on behalf of the cardholder.

The bill also mandates that the Division of Developmental Disabilities establish the necessary documentation required for obtaining the certification card and allows the division to charge a reasonable fee for its issuance, which cannot exceed the cost of producing the card. The act is set to take effect on the first day of the fourth month following its enactment.
