This bill mandates the Commissioner of Education to create a three-year pilot program aimed at improving reading levels among students who are not reading at grade level by the end of second grade in selected school districts. The program will provide summer school instruction to these students, with the goal of ensuring they can read at grade level before entering third grade. The commissioner will collaborate with experts in reading literacy to identify assessment tools for evaluating student reading levels and will select two school districts from each of the northern, central, and southern regions of New Jersey, ensuring a diverse representation of urban, suburban, and rural areas.

To participate in the pilot program, school districts must submit an application detailing the number of elementary schools, second-grade student enrollment, and previous summer school instruction data. At the end of the pilot, the commissioner is required to report on the program's effectiveness and provide recommendations for potential statewide implementation. The bill also allocates $1 million from the General Fund to support the establishment and implementation of this pilot program.
