This bill mandates the New Jersey Department of Transportation (DOT) to prioritize the implementation of green stormwater infrastructure methods in the design, construction, reconstruction, and repair of public highways. This initiative is applicable to projects funded, either fully or partially, by the Special Transportation Fund. The Commissioner of Transportation is tasked with determining the extent to which these practices can be prioritized.

Green stormwater infrastructure methods are defined in the bill as management practices that mitigate stormwater runoff by utilizing vegetation or soils for treatment, or by enabling storage and reuse of stormwater.
