This bill mandates that State agencies, along with the Directors of the Division of Purchase and Property and the Division of Property Management and Construction, make a good faith effort to increase the awarding of contracts for goods and services, which are procured without advertisement, to certified minority-owned and women-owned businesses by 30 percent within five years of the bill's effective date. To facilitate this goal, the State Treasurer is tasked with developing guidelines and directives that comply with State and federal law. Additionally, the bill requires each State agency to report their progress to the State Treasurer every 30 days.

Furthermore, the State Treasurer is required to submit a comprehensive report to the Governor and the Legislature every six months, detailing the implementation of the guidelines, actions taken by the agencies, and the overall impact of these efforts towards achieving the stated goal. The bill also includes amendments to existing laws, such as changing the name of the Division of Building to the Division of Property Management and Construction, and establishing a framework for the delegation of purchasing authority and the procedural requirements for contracts.
