The bill establishes the "New Jersey Eviction Crisis Task Force" to address the growing eviction crisis affecting low-income families in the state. The task force's primary purpose is to study recent trends in eviction actions, assess their impact on renters, landlords, and local governments, and develop recommendations for effective housing policies. It will consider various factors, including the causes and consequences of eviction, the prevalence of eviction actions, unmet legal needs of residents facing eviction, and how affordable housing issues contribute to the crisis. The task force will consist of 23 members, including state officials, legislators, judicial appointees, and public members with relevant expertise.
The task force will be chaired by the Commissioner of Community Affairs or their designee and will operate without compensating public members, who will be reimbursed for necessary expenses. It will have the authority to seek assistance from state and local agencies and will report its findings and recommendations to the Governor and the Legislature within 18 months of its organization. The task force will expire upon the issuance of its report.
