This bill amends current law to require that school district capital project referendums be held exclusively during June primary elections or November general elections. Previously, these referendums could also take place during annual or special school elections, which could occur at various times throughout the year, including January, March, September, and December. The new provisions stipulate that if a special election is called for another purpose, a school district capital project referendum may be included, provided it encompasses all legal voters of the school district.

Additionally, the bill mandates that the Secretary of State, in consultation with county clerks, will determine how these referendum questions are displayed on the ballots during June primary elections. This change aims to streamline the process and ensure that voters are presented with clear and organized information regarding school capital projects. The bill is set to take effect immediately upon passage.
