This bill establishes the "Commission on People with Disabilities" within the Department of Human Services, consisting of 25 members. Thirteen of these members will be voting members appointed by the Governor, the President of the Senate, and the Speaker of the General Assembly, with specific requirements to include individuals with disabilities. Additionally, there will be 12 non-voting, ex-officio members from various state departments and agencies. The commission is tasked with suggesting policies and legislation to support people with disabilities, serving as a liaison between the government and the disability community, and ensuring that the needs of individuals with disabilities are met in state services and employment.

The commission will also prepare an annual report detailing its findings and recommendations, which will be submitted to the Governor and the Legislature. Members will serve without compensation, and a majority will constitute a quorum for decision-making. The bill is set to take effect immediately upon passage.
