The bill broadens the eligibility criteria for individuals served under these programs by allowing those with significant disabilities, rather than just severe disabilities, to participate. It also removes the requirement for individuals to complete a workshop program and eliminates the necessity for them to be incapable of competing in the regular labor market.

Additionally, the bill removes the New Jersey Commission for the Blind and Visually Impaired from the eligibility determination process and the establishment of program standards. It clarifies the desired outcomes of the extended employment program and sets new funding requirements based on the FY 2024 New Jersey State Budget and the consumer price index. The Division of Vocational Rehabilitation Services is designated as responsible for informing and referring individuals to the program, with a mandate for consultation with relevant organizations on significant policy changes. The bill also repeals outdated provisions related to the sale of products produced in extended employment facilities and modifies transportation assistance for individuals in these programs.
