This bill mandates that certain libraries provide free menstrual hygiene products in their restrooms. Specifically, municipalities or counties that partially fund library services and have at least 40% of their residents living at or below 185% of the federal poverty guidelines must ensure that each library offers direct access to menstrual hygiene products in women's and all-gender restrooms. Additionally, these libraries are required to display educational pamphlets on topics such as toxic shock syndrome, menstrual disorders, and proper disposal of menstrual hygiene products in the same restrooms.
The bill also stipulates that the costs incurred by libraries in providing these products will be covered by the State. This initiative aims to address period poverty, which affects millions of individuals by limiting their access to necessary menstrual products and, consequently, their ability to participate fully in daily life, including education and employment.
