The bill establishes the Impact of Medicaid Personal Care Services Reimbursement Change on Nursing Homes Study Commission, tasked with analyzing the effects of changes to the Medicaid hourly reimbursement rate for personal care services as a result of the enactment of P.L.2017, c.239 and its amendments by P.L.2019, c.275. The commission will evaluate how these changes impact nursing homes in New Jersey, focusing on various factors such as operational efficiency, compliance with staffing requirements, employee retention, financial health, and resident costs. Additionally, the commission will investigate whether any nursing homes closed following these legislative changes and the reasons behind such closures. To fulfill its mandate, the commission will gather data from nursing homes and other relevant entities.

The commission will consist of nine members, including the Commissioners of Human Services and Health, and various public members with expertise in nursing home operations, Medicaid policy, and fiscal matters, appointed by legislative leaders and the Governor. The commission is required to submit a written report to the Governor and the Legislature within 12 months of its initial meeting, detailing its findings and any legislative recommendations. The commission will dissolve three months after submitting its report.
