This bill authorizes the creation of special Student Movement Against Cancer (SMAC) license plates by the Chief Administrator of the New Jersey Motor Vehicle Commission. The license plates will feature the phrase "Peace Out, Cancer" and an emblem supporting the SMAC organization. To obtain these plates, applicants must pay a $50 initial fee and a $10 annual renewal fee, with the additional funds being deposited into the Student Movement Against Cancer License Plate Fund. This fund will support the mission and programs of the SMAC. The bill also stipulates that the chief administrator must certify the average cost of producing and issuing the plates annually, and if this cost exceeds the application fee for two consecutive years, the program may be discontinued.

Furthermore, the bill specifies that no state or public funds will be used for the initial costs associated with the license plate program. Instead, the SMAC or a designated entity must contribute up to $25,000 to cover these costs, which include design, production, and publicizing the plates. The commission will not begin the program until the SMAC has provided the necessary funds and at least 500 completed applications for the plates. The provisions of the bill will not take effect until 13 months after the required conditions are met, and it will expire if these conditions are not satisfied within 15 months of enactment.
