The bill establishes the "Uniform Crash Investigation Protocol Task Force" in New Jersey, tasked with creating a standardized protocol for law enforcement agencies at the state, county, and municipal levels to follow when investigating motor vehicle and vessel crashes that result in fatalities or serious injuries. The task force will focus on incidents where certain criteria are met, including the involvement of alcohol, drugs, excessive speed, distracted driving, hit and run, and other reckless behaviors. The protocol will incorporate technological advancements, relevant state programs, and provisions for transparency and accountability in investigations, as well as guidelines for timely communication with victims' families.

The task force will consist of seven members, including the Attorney General and the Director of the Division of Highway Traffic Safety, along with public members with expertise in crash investigations and prosecutions. Appointments will be made by the Governor, and the task force is required to submit a report with the established protocol to the Attorney General within one year. Following this, the task force will meet biannually to gather feedback on the protocol's implementation and will hold public hearings to update the protocol as necessary. The Attorney General will then issue a directive based on the task force's findings.
