This bill allows municipalities governed by the Uniform Nonpartisan Elections Law to implement instant run-off voting for local elective public offices. Instant run-off voting enables voters to select a preferred candidate and rank other candidates in order of preference. If no candidate secures a majority of first-choice votes, the candidate with the fewest votes is eliminated, and their voters' second-choice votes are counted. This elimination and transfer process continues until a candidate achieves a majority or a tie occurs among remaining candidates. Additionally, ballots that do not have available preferences or contain double rankings will be declared exhausted and not counted further.

The Secretary of State is tasked with creating the necessary rules and regulations to implement this voting system, but instant run-off voting will not be put into practice until the Secretary confirms that the voting equipment and ballots are updated to support the new process. The bill is set to take effect immediately upon enactment.
