Importantly, the bill stipulates that no administrative fee can be imposed unless the required notice has been provided and the time to remedy the violation has elapsed.

Additionally, the bill clarifies that vehicle owners who are lessors will not be held liable for violations if they submit a rental agreement or lease in a timely manner. It also ensures that reports or information obtained from the toll collection monitoring system are not considered public records and are only accessible to the authority and law enforcement. The bill replaces the previous requirement for an "advisory and payment request" with the new written notice requirement, thereby enhancing procedural protections for vehicle owners facing toll violations.
