The bill establishes the Special Education Transportation Task Force in New Jersey, aimed at studying and recommending best practices for the transportation of students receiving special education and related services. The task force will focus on critical areas such as preventing, identifying, and responding to medical and behavioral emergencies during transportation. It will consist of 22 members, including key officials from the Department of Education and 18 public members appointed by the Governor, representing various stakeholders in special education and transportation.
The task force is tasked with reviewing best practices from other states, current transportation policies, and identifying concerns related to safety, equipment access, and communication with parents. It will also make recommendations on policies and training for school staff, certification requirements for transportation personnel, and the integration of transportation into the Individualized Education Program process. A report detailing its findings and recommendations is to be submitted to the Governor and Legislature within 12 months of the task force's organization. The act will take effect immediately and will expire upon the issuance of this report.
