This bill mandates that each solid waste management district in New Jersey develop and implement a strategy to reduce food waste by at least 50% by the year 2035, based on the amount generated in 2022. The strategy must be incorporated into the district's solid waste management plan and is subject to approval by the Department of Environmental Protection (DEP). Additionally, the DEP is required to create and publish a list of measures that districts can adopt to meet this food waste reduction goal, which may include increasing the donation of surplus edible food, enhancing food waste recycling, and promoting composting and anaerobic digestion.
Furthermore, the bill instructs the DEP to establish rules and regulations to create a tiered regulatory structure for composting facilities, facilitating the use of organic waste recycling in the state. The definition of food waste is expanded to include various types of food-derived organic waste disposed of in landfills, such as edible food, food scraps, and food processing residues. This comprehensive approach aims to significantly reduce food waste and its associated environmental impacts in New Jersey.
