This bill mandates that public community water systems in New Jersey conduct quarterly sampling and testing of their water supply to ensure compliance with secondary drinking water regulations as established by the Department of Environmental Protection (DEP). The testing protocols will require sampling from at least 10 percent of customer taps, in addition to testing when the water enters the distribution system. The bill also stipulates that the owner or operator of the water system must submit quarterly and annual test results to the DEP, the governing bodies of municipalities within the service area, and the customers of the system.

In cases where test results exceed the established standards, the bill requires the water system's owner or operator to develop a compliance plan within 30 days to address the issue and bring the water supply back into compliance. Additionally, the bill mandates the creation of a maintenance plan to ensure ongoing compliance with the secondary drinking water regulations, which must be submitted to the DEP for approval. If the maintenance plan is not approved within 90 days, it will be deemed approved. The bill empowers the DEP to adopt necessary rules or regulations to implement these provisions effectively.
