This bill aims to provide a second chance for individuals who have served in the National Guard or Reserves and were unable to complete the requirements for employment as police officers or firefighters due to their military service. Specifically, it allows those who have passed a civil service examination for these positions but could not fulfill other employment requirements because of active duty of at least 30 days, to have their names placed on a subsequent eligible list for the same position. This applies to service members who were active between September 11, 2001, and the termination of Operation Enduring Freedom.

The legislation stipulates that any individual who meets the maximum age requirement for the position at the closing date of the initial civil service examination will still be considered to meet that requirement when their name is placed on the new eligible list. This provision ensures that military service does not disadvantage these individuals in their pursuit of employment in law enforcement or firefighting roles. The bill is set to take effect immediately upon enactment.
