This bill permits individuals eligible to vote to register on the day of a municipal, primary, or general election at their assigned polling place. To do so, applicants must present an identifying document, complete a voter registration form, and submit an affidavit confirming their eligibility, including that they have lived in the county for at least 30 days and have not previously voted in that election. A designated official at the polling place will review the submitted documents and issue a temporary registration certificate, allowing the applicant to vote using a provisional ballot.

Additionally, the bill mandates that the commissioner of registration must notify applicants by mail within two days after the election regarding their voter registration status. It also includes provisions for investigating and verifying the registrations of those who registered on election day if their notification is returned as undeliverable. The bill emphasizes the importance of preventing voter fraud, outlining penalties for individuals who attempt to register or vote fraudulently. The act is set to take effect on January 1 following its enactment.
