This bill mandates that the Board of Public Utilities (BPU) create rules and regulations to permit low- and moderate-income residential customers to self-attest to their income as a method of income verification for participation in community solar programs. This self-attestation process will be defined by the BPU in a manner they determine appropriate, supplementing existing regulations established under a previous law (P.L.2018, c.17).
The act is set to take effect on the first day of the seventh month following its enactment, although the BPU is allowed to take necessary anticipatory administrative actions to facilitate its implementation. This change aims to simplify the process for eligible customers to access community solar programs, thereby promoting greater participation among low- and moderate-income households.
