This bill mandates that the New Jersey Transit Corporation (NJT) equip every train set used for rail passenger service with an automated external defibrillator (AED). Each defibrillator must be maintained in an accessible location and available at all times during train operations. Additionally, NJT is required to ensure that a trained employee in cardio-pulmonary resuscitation (CPR) and AED use is present whenever a train set is in operation. The bill also stipulates that the corporation must test and maintain the defibrillators, mark their locations with prominent signs, and notify appropriate emergency medical services about the type and location of the defibrillators.

Furthermore, the bill provides civil liability immunity to NJT and its employees regarding the acquisition and use of defibrillators, aligning with existing state law. The definitions of "authorized employee" and "fare enforcement officer" are referenced from previous legislation, and the term "train set" is defined to include locomotives and any accompanying cars. The act is set to take effect on the first day of the 13th month following its enactment.
