This bill mandates that the Director of the Office of Management and Budget in the Department of the Treasury and the Assistant Commissioner of the Division of Medical Assistance and Health Services in the Department of Human Services prepare and submit an annual report to the Governor and the Legislature. The report will identify unencumbered or unallocated State funds available for NJ FamilyCare and Medicaid-related programs, including school-based health services. Additionally, it will evaluate the quality of care for beneficiaries and compile a prioritized list of the 12 most urgent policy changes and legislative actions needed to address any identified deficiencies, along with the necessary State funds for implementation.

Furthermore, the bill requires the Director of the Office of Management and Budget and the Director of the Division of Family Development in the Department of Human Services to prepare a similar annual report focused on child care services. This report will identify available State funds for subsidy payments for child care and evaluate the quality of these services, also compiling a prioritized list of urgent policy changes and legislative actions needed to address deficiencies. The bill defines child care services as those provided to eligible children, certified by the Division of Family Development, for which State and federal funding is administered to licensed child care providers or registered family day care providers.
