This bill authorizes farmers and other individuals to utilize ground-harvested fruit for the production of value-added products, such as alcohol, cider, and baked goods, for sale and distribution within New Jersey. The legislation stipulates that these final products must be pasteurized or otherwise treated to eliminate harmful microorganisms that could lead to disease or spoilage. Additionally, it permits the sale or distribution of ground-harvested fruit to third parties for similar uses, provided that these parties also adhere to the necessary safety measures regarding pasteurization.

The bill defines "value-added product" as an agricultural commodity that has undergone a transformation in physical state or production method that enhances its value, thereby expanding the customer base and allowing producers to retain more revenue. It also establishes that any value-added product containing ground-harvested fruit that is not properly treated will be subject to confiscation and destruction by the Department of Health, in line with existing food safety regulations. The Departments of Agriculture and Health are tasked with developing the necessary rules and regulations to implement this act, which will take effect immediately upon passage.
