The bill establishes the New Jersey Fostering Success Voucher Program within the Department of Community Affairs (DCA), which will offer rental assistance vouchers and developmentally-appropriate case management services to eligible individuals. To qualify for these services, applicants must have been in foster care or kinship care, be currently experiencing homelessness or at imminent risk of homelessness, reside in New Jersey, and have an income that does not exceed the moderate-income household threshold defined by the Fair Housing Act.

The DCA is tasked with administering the voucher program, ensuring that housing quality standards and assistance amounts align with those of the existing State rental assistance program. The bill also emphasizes the importance of case management, requiring participants to engage with case management services to maintain their rental assistance. Additionally, the bill appropriates $10 million from the General Fund to support the program's implementation. The Commissioner of Community Affairs is required to adopt rules and regulations to facilitate the program within seven months of the bill's enactment.
