This bill mandates that correctional facilities and private halfway houses in New Jersey provide each inmate with a voter information packet upon their release. The packet must include voter registration forms and instructions, as well as a certification form indicating that the inmate has been informed of their right to vote both verbally and in writing. This certification must be signed by both the inmate and an official from the facility, with copies maintained on record and provided to the inmate upon release.

Additionally, the bill requires the Commissioner of Corrections to ensure a sufficient supply of these voter information packets is available in both English and Spanish, particularly in counties where bilingual sample ballots are required. The Commissioner is also tasked with informing facility administrators that they must not influence inmates' political preferences and conducting annual audits to verify compliance with these requirements. Furthermore, the bill amends existing law to include the Commissioner of Corrections among those responsible for providing voter registration forms and instructions to various public agencies.
