This bill establishes a Wine and Grape Education Grant Program under the direction of the Secretary of Higher Education, aimed at supporting four-year public institutions in New Jersey. The program will provide grants of up to $500,000 to three selected institutions—one from each of the southern, central, and northern regions of the state—to develop or enhance degree-granting or certificate programs in wine and grape science, which includes grape growing, wine making, and business operations. Institutions must submit applications detailing their plans for program establishment or expansion, partnerships with local wineries, and the expected number of students to be supported by the grant.

Additionally, the bill allows students under the age of 21 to enroll in these programs, with the stipulation that they cannot participate in any coursework or events involving the consumption of alcohol. The Secretary of Higher Education is also tasked with submitting a report to the Governor and the Legislature six months before the program's conclusion, detailing its implementation and outcomes. The bill appropriates $1.5 million from the General Fund for the program's implementation.
